New details of Ketchum light industrial housing project emerge

A series of interviews and a lease agreement obtained by the Express have provided additional details about a new workforce housing project proposed at the site of a U.S. Forest Service work station in Ketchum’s light industrial district. The Sawtooth National Forest entered the 99-year lease with development entity Ketchum Lookout Partners earlier this year, the Express previously reported. Under the contract, the group is set to develop roughly 100 workforce housing units at the nearly two-acre site of the 330 Lewis St. work station, which the Forest Service has characterized as “underused.” Ketchum Lookout Partners consultant and former Ketchum Councilman Michael David said in a March interview with the Express that the development firm envisions building 80-90 workforce apartments at the Lewis Street site in addition to 18-30 workforce live-work units that would allow tenants to operate businesses attached to their residences. The developers also envision building market rate housing on the property, though David said they have not yet determined how many units of market rate housing will be included. He said the firm has also not yet finalized the layout and size of the buildings it will propose to hold the units. The lease, obtained by the Express via records request, states that at least 55% of the housing units must be designated as workforce or affordable housing. David said the development firm plans to rent the workforce units to workers in Blaine County making 80%-140% of AMI, which is projected in 2027 to be $55,000 to $97,000 for an individual, $62,000 to $110,000 for a two-person household, and $78,000 to $137,000 for a four-person household. Forest Service employees would receive priority for the Lewis Street units. The lease states, “Forest Service employees shall have a right of first refusal to 25% of the rent-restricted residential units.” David also said the development team will likely award priority to workers who live in north Blaine County and people who work for providers of essential services. The lease states that Ketchum Lookout Partners will pay the Forest Service an annual rent of “at least $558,000.” The rent can be paid with cash, or in kind based on the market value of construction of new facilities or improvements in the lease area. “The Forest Service shall increase the minimum annual market value rent in accordance with a market-based escalation percentage of 2 percent,” the lease states. The lease also states, “If construction has not commenced within six years of issuance of this lease, this lease shall terminate, unless a written justification for the delay is submitted and accepted.” Ketchum Lookout Partners Principal and Los Angeles resident Jim McDermott, who has a home in Ketchum, said in a call with the Express that the firm is working with architect Susan Desko to finalize project designs. McDermott said he would have more details in the coming months as the developers prepare to submit their proposal to the city of Ketchum.
